gage a bill can be introduced into
either the house or the senate or both
however the constitution requires
revenue bills which raise money
to originate in the house when a bill or
a joint resolution is introduced
it is assigned a number with the prefix
h in the house
and s in the senate all bills are
assigned to at least
one committee the committee chair
usually refers bills
to subcommittees most bills are
subjected to rigorous scrutiny
and their sponsors must agree to
compromises in the form of amendments
once a bill has been assigned the
committee schedules a hearing
which usually is open to the public and
often announced in the media
and other forums people such as
representatives of
interest groups and outside experts may
present testimony
testimony also may be presented by
governmental organizations that support
the legislative branch
such as the congressional budget office
the congressional research service
and the government accountability office
